Leadership and Experience

Codex is led by Paul Higgins, a senior executive who has worked both state and federal government departments, in consulting and in multinational executive roles.

He has sat in the room where decisions are made and where they are tested. He understands how government thinks, how industry reacts and how boards weigh risk when growth, regulation and reputation intersect.

Across Australia, New Zealand, Asia Pacific, the UK, Europe and the Americas, he has advised leaders navigating regulatory pressure, funding negotiations, scrutiny and expansion.

Why Codex Exists

Over 20 years working inside government and sitting at industry leadership tables, Paul watched well-resourced organisations lose decisions they should have won, not because their position was wrong, but because they misread the room, moved at the wrong time, or trusted the wrong signals. Codex was founded on a simple frustration: that gap is avoidable. 

Later, working in consulting and executive roles, he saw those gaps widen. Major financial and regulatory decisions were made under pressure. Teams were not always aligned. External reaction was often considered too late. 

Codex was founded to close that gap. 

We are not a large firm and do not intend to become one. 

The future of advisory is experienced judgment delivered personally to leaders who value Decision Quality and Long-Term Trust.

Megan Motto is one of Australia’s most respected leaders in governance, policy and organisational strategy. With over 25 years of experience, including as CEO of the Governance Institute of Australia and Consult Australia, Megan has a track record of leading complex institutional change, shaping national policy conversations, and helping organisations modernise from the inside out.

A trusted voice on governance, risk, and reform, Megan has advised government departments, chaired national committees, and served on the boards of Business NSW, Standards Australia and CEDA. She is a Fellow of the Governance Institute, the Chartered Governance Institute, and the Australian Institute of Company Directors.
